Since these are overlaid PLBs, both the internal overlay manager and FoxPro must be able to find them. The internal overlay manager only looks in the current
directory or along the DOS PATH= environment. It ignores the
FoxPro SET PATH TO and SET DEFAULT TO.

Make sure the PLB is in the current directory, or is in a
directory specified in the DOS PATH= environment.
